
$500,000 COMMUNITY AIRPORT PARTNERSHIP GRANTS TAKE FLIGHT
Highways and Infrastructure Minister Jim Reiter announced nine grants today worth a total of $500,000 to improve Saskatchewan airports.
The grants are through the Ministry of Highways and Infrastructure’s Community Airports Partnership (CAP) program and are matched by eligible recipients, which means up to $1 million will be invested by the end of the fiscal year.
“The aviation sector is important to our province because it links businesses and tourism quickly with provincial, national and international markets and clients, while also being a base of operations for policing and air ambulances,” Reiter said. “This year’s grants will contribute to such improvements as runway and taxiway repairs.”
Airports receiving these grants and their amounts are: Yorkton, $200,000; Carlyle $107,568; Swift Current, $41,000; North Battleford, $35,000; Wynard, $32,000; Estevan, $30,000; Humboldt, $25,250; Weyburn, $22,000; Maple Creek, $7,182. “It’s great having this program continue and seeing the province recognize the importance of this transportation sector,” Saskatchewan Aviation Council President Janet Keim said.
Eligible airports were able to apply for this provincial program funding for projects supporting economic development, general access to surrounding communities, air ambulances, commercial operations and aviation safety.

LATEST NEWS FROM NAV CANADA
NAV CANADA - proposed revisions to service charges.
As you may recall, a reduction averaging 1.8% was implemented on September 1, 2006. On August 1, 2007, rates were reduced by a further 3 percent, with an additional 1% temporary rate reduction put in place.
By continuing to focus on cost control and productivity improvements, while maintaining or improving safety, we are now in a position to propose that the 1% temporary rate reduction, scheduled to expire on August 31, 2008, be retained. This will avoid the increase in charges that would otherwise have taken place, effective September 1, 2008, for the movement-based and daily charges, and March 1, 2009, for the Annual and Quarterly charges.
The fee proposal also includes the changes necessary to implement Phase 2 of the fee revisions made as a result of the comprehensive review of the overall charging methodology (in 2005 and early 2006) and announced in April 2006 after extensive consultation with stakeholders. Effective September 1, 2008, the exponent of the Terminal Services charge will be reduced from 0.85 to 0.80. This will reduce the charge for larger aircraft and increase the charge for smaller aircraft, including the Daily charge. This change in methodology is revenue-neutral to NAV CANADA.

TAX ON AVIATION FUEL REDUCED!
As a result of the March 23, 2005 provincial budget, tax on aviation
gasoline, turbo and jet fuel was reduced from 3.5 cents per litre to 1.5
centrs per litre! (Effective March 24, 2005).
In addition, commercial aircraft carriers may apply for a full refund
of the tax paid on aviation fuel purchased for international flights,
on and after March 24, 2005. Eligible international flights include those
where:
(a) the flight originates in Canada and has a destination point outside
Canada, and no passengers or cargo are offloaded in Canada after the flight
leaves Saskatchewan; or,
(b) the flight originates outside Canada and has a destination or stopover
point in Saskatchewan where passengers or cargo are offloaded, if none
of the passengers or cargo offloaded in Saskatchewan were loaded onto
the aircraft in Canada.

New Saskatchewan Air Facilities Map
Now Available
In 2004, the Saskatchewan Aviation Council partnered with the Department
of Highways and Transportation and Trigon Mapping Resources Ltd. to produce
a new Saskatchewan Air Facilities Map. The mandate of the SAC is to promote and enhance aviation in Saskatchewan.
Many people requesting an updated Air Facilities Map, since the old map
had not been updated since 1991. It seemed to be a natural fit that
the SAC join with the Department of Highways and Transportation to ensure
this project move forward. With the foundation of a database provided
by the Department, and many volunteer hours by members of the SAC, the
information was gathered or confirmed so that the current edition of the
map could be as accurate as possible. Then, Trigon Mapping Resources
Ltd. of Saskatoon came on board with all the technology needed to bring
this type of project to completion!
After a prototype was circulated
in 2004 and all subsequent changes made, the 2005 edition was made available to the general public. This map has been selling strong ever since!!
It is the intention of the SAC to update this map on a periodic basis, depending on the number of changes noted - we'll be sure to advertise when another edition will be printed. This new Air Facilities Map is yet another example of how Saskatchewan
